L’équipe, lauréate en 2005, se compose d’une entreprise de construction franco-cambodgienne Villa Parc et de l’agence Arte Charpentier Architectes représentée sur place à par son excellence Vann Molyvann, qui a su apporter toute son expérience et sa connaissance de Phnom Penh. Le projet est également le fruit d’une concertation avec la municipalité assistée par le bureau d’étude Kosan et les experts de la Mairie de Paris. Paris, July 7, 2012 – After an intensive rehabilitation of its emblematic architecture the Central Market in Phnom Penh was reopened on May 25th, 2011. The team, competition winner in 2005, consists of Villa Park (a Franco-Cambodian construction company) and the French international architecture Agency Arte Charpentier Architectes represented on site by His Excellency Vann Molyvann, who brought to the team all his experience and knowledge of Phnom Penh. The project is also the result of a consultation with the municipality assisted by the consulting firm Kosan and experts from the City of Paris. + Etat des lieux Le marché central de Phnom Penh est un monument remarquable par son architecture mais aussi par la figure qu’il compose dans l’espace urbain. Inauguré en 1937, à près de soixante dix ans, il reste toujours aujourd’hui un modèle d’architecture pour les halles de marché. Malgré les années et le faible entretien dû au manque de moyens, cette structure avait conservé toutes ses qualités fonctionnelles. Même si le confort thermique et le renouvellement d’air pâtissaient de la forte densité de stands installés autour du bâtiment, il s’avérait néanmoins toujours efficace. Le projet Quatre volontés ont orienté la conception de ce projet de réhabilitation : - Intégrer le marché dans son environnement urbain, - Mettre en valeur le bâtiment historique, - Offrir des espaces avec un bon niveau de confort, d’hygiène et de sécurité, - Maintenir tous les commerçants sur le site. Réconcilier le marché avec son environnement passait par une réorganisation de ses abords immédiats dans le souci de proposer une meilleure continuité des circulations piétonnes, en cohésion avec le plan de déplacement local pour le centre de Phnom Penh élaboré par la municipalité avec l’appui des experts de la Ville de Paris. Les espaces de stationnement et de dépose sont désormais clairement délimités et permettent des accès aisés au marché sans être une gêne à la circulation piétonne. L’effort de rationalisation s’est également porté sur l’organisation du marché lui-même. Quatre allées larges et ouvertes desservent le dôme central du marché qui se voit ainsi mis en valeur. A l’intérieur, le projet offre des circulations fluides depuis la rue vers le bâtiment historique. Pour couvrir les besoins des marchands, sont implantées des extensions indépendantes du bâtiment historique sur les parvis Est et Ouest du marché central. Ces nouvelles structures sont conçues pour offrir une protection moderne et fonctionnelle aux marchands et aux chalands tout en respectant l’architecture du marché historique. Le même concept architectural est reproduit sur les parvis Nord et Sud avec des extensions plus modestes reprenant le gabarit de pavillons existants à réhabiliter. Ces bâtiments abritent également les locaux de services dédiés au fonctionnement du marché (bureaux, sanitaires, gestion des déchets…). L’insertion architecturale de ce nouveau marché s’inscrit dans le respect de composition générale du Psar Thmey (nom cambodgien usuel du Marché Central). Ces halles restituent autour du marché une nouvelle façade urbaine homogène constituée d’une succession d’arcades donnant sur des trottoirs élargis et permettant une animation commerciale continue sur l’extérieur. Cette promenade périphérique devient ainsi un circuit commercial ouvert sur la ville. Arte Charpentier Architectes Arte Charpentier Architectes, présente en Chine depuis plus de quinze ans, a acquis une grande notoriété avec des réalisations emblématiques à Shanghaï telles que le Grand Théâtre de Shanghaï, la Rue de Nankin, l’Avenue du Siècle, le quartier de Luwan, la place des Célébrations (exposition universelle de 2010) et la cité de la Mode, reconversion d’un grand site industriel livrée en 2011, ou dans d’autres provinces comme le musée Ala’Er à Xinjiang. Arte Charpentier Architectes a aussi réalisé des édifices pour des entreprises françaises à l’export, comme par exemple le centre de recherche de Saint-Gobain ou celui de l’Oréal, ce dernier ayant reçu la certification Golden LEED. Inaugurated in 1937, nearly seventy years ago, it still remains an architectural model for the covered markets. Despite its age and low maintenance due to lack of resources, this structure had retained all its functional qualities. Although the thermal comfort and ventilation were affected by the high density of booths set up around the building, it turned out to be always effective. The project Four main ideas guided the design of the renovation project : - Integrate the market in its urban environment, - Enhance the historic building, - Provide spaces with a good level of comfort, hygiene and safety, - Maintain all merchants on the site. The reconciliation of the market with its environment required a reorganization of its surroundings in order to provide better continuity of pedestrian traffic. This was completed in cohesion with the local transport plan for the center of Phnom Penh developed by the municipality. This work was made with the support of experts of the City of Paris. Parking spaces and drop-off areas are now clearly defined and allow easy access to the market without being a nuisance to pedestrian traffic. The streamlining effort has also focused on the organization of the market itself. Four wide open lanes lead to the central dome of the market which is thus emphasized. Inside the market, the project offers fluid circulation from the street to the historic building. To meet the merchants needs, extensions are implanted, they are independent from the historic building on the east and west squares of the Central Market. These new structures are designed to provide a modern and functional protection to merchants and passers-by while respecting the architecture of the traditional market. The same architectural design is reproduced on the north and south squares with extensions incorporating smaller gauge of existing houses to be retrofitted. These buildings also house the premises of services dedicated to the proper functionning of the market (offices, toilets, waste management ...). The architectural integration of this new market is in compliance with the general composition of Psar Thmey (Cambodian term for Central Market). These halls around the market restore a new urban uniform façade, which consists of a succession of arcades overlooking wider sidewalks and allowing commercial animation on the outside. This circular walkway thus becomes a trading area opened out into the city. The project was recently nominated for the French award «Grand Prix de l’AFEX 2012».
